The Fremont County Board of Supervisors met in special session on Monday, July 1, 2002, at 7:30 a.m. for the purpose of counting cash in the various offices. A report is on file at the County Auditor’s Office.

The Fremont County Board of Supervisors met in special session on Monday, July 1, 2002, at 7:30 a.m. for the purpose of counting cash in the various offices. A report is on file at the County Auditor’s Office.

The Fremont County Board of Supervisors met in regular session on Tuesday, July 2, 2002, in the Fremont County Courthouse, Boardroom, with Aistrope, Hickey and Whipple present. A quorum was declared and the meeting officially called to order at 9:00 a.m. Whipple moved to approve the agenda as posted; vote carried unanimously. Supervisor Whipple moved to approve the minutes of the previous Board session, vote carried unanimously.

At 8:30 a.m. the Board of Supervisors and Assessor Karen Berry had a conference call with Tom Bouska of the Department of Human Services. Assessor Berry needs some office space for special appraisers. The Board thought that since two people from the Department of Human Services is in Fremont County only half days for two days a week, eight hours a week, office space in that building would be available. Bouska reported that they still need four offices and need confidentiality for those offices. He questioned the use of phones by other people in the offices. He said everything needs to be double locked and the county would need to pay to do another cost allocation, which would be different.

At 10:00 a.m. Gary Farwell met with the Board in regards to a tax sale certificate now being held by Fremont County in the city of Randolph.

At 10:30 a.m. the following resolutions were approved.

RESOLUTION APPROVING DEED FOR TRANSFER OF SANDERS PROPERTY TO FREMONT COUNTY SOIL AND WATER CONSERVATION DISTRICT

At 10:45 a.m. the liquor license renewal for applicant KAMI, Inc., privately held corporation, name of the business Taste of Country in Shenandoah was reviewed. After reviewing, motion was made by Hickey to deny the renewal license for applicant KAMI, Inc., based upon number 4 on the application for which a D.U.I. is pending in Pottawattamie County and the Board could not receive a criminal history check until the County Attorney ordered one from the Sheriff’s Department. Motion was seconded by Whipple and carried unanimously. The application and a letter for the reason of Fremont County Board’s denial was forwarded to Alcoholic Beverages Division, State of Iowa, for approval or denial.

Motion was made by Hickey to approve the renewal of an application for an Iowa Cigarette Permit for Percival Farm Service, Inc. Motion was seconded by Whipple and carried unanimously.

July 9, 2002:

The Fremont County Board of Supervisors met in regular session on Tuesday, July 9, 2002, in the Fremont County Courthouse, Boardroom, with Hickey and Whipple present. A quorum was declared and the meeting officially called to order at 9:00 a.m. Whipple moved to approve the agenda as posted; vote carried unanimously. Supervisor Whipple moved to approve the minutes of the previous Board session; vote carried unanimously.

At 9:00 a.m. Neil Scott and Kevin Vander Kolk from Ferris Engineering gave an update to the Board in regards to the rewiring of the Courthouse. Also present were Steve Whitehead and Arnold Emberton. The Board requested a minimum of down time for an office to be limited to one day with that time to be discussed with each office. A discussion was held for bid dates and completion dates.

At 9:30 a.m. County Engineer Dan Davis met with the Board. Motion was made by Whipple to authorize Vice Chairman Hickey to sign the contract with Barton Construction Co., Inc. for RCB Culvert Project No. L-2-20-I along with the Contractor’s Bond. Motion was seconded by Hickey and carried unanimously.

At 10:00 a.m. Cory Gordon met with the Board and said the closing for property at 809 Ohio is complete. The final papers will be signed on Thursday.

The following resolution was approved.

RESOLUTION: BE IT HEREBY RESOLVED by the Fremont County Board of Supervisors this 9th day of July, 2002, that the Auditor be authorized to cancel outstanding warrants that are over two years old.

Motion made by Whipple, seconded by Hickey that the above resolution be approved. Motion carried unanimously.

July 11, 2002:

The Fremont County Board of Supervisors met in regular session on Thursday, July 11, 2002, in the Fremont County Courthouse, Boardroom, with Aistrope, Hickey and Whipple present. A quorum was declared and the meeting officially called to order at 9:00 a.m. Whipple moved to approve the agenda as posted; vote carried unanimously. Supervisor Whipple moved to approve the minutes of the previous Board session; vote carried unanimously.

At 9:00 a.m. Cory Gordon met with the Board in regards to the purchase of property at 809 Ohio Street adjacent to the Sheriff’s Office. Motion was made by Hickey to authorize Chairman Aistrope to sign all closing papers and approve the purchase of property at 809 Ohio Street in Sidney, Iowa described as the West Half (W ½) of Lots 1 and 2 in Block "N" in the City of Sidney, Fremont County, Iowa, according to the recorded plat thereof, for the closing amount of $57,404.75 which includes all closing fees. Motion was seconded by Whipple and carried unanimously.

At 9:30 a.m. Robin Welch visited with the Board in regards to vacating the alley in Anderson. The Board said the County Engineer is working on this.

At 10:00 a.m. Treasurer Christine M. Sheldon met with the Board and presented the semi-annual report. The following resolution was approved.

RESOLUTION TO DISBURSE FEDERAL FUNDS IN LIEU OF TAXES-

WHEREAS, United States Treasury has issued check for payment in lieu of taxes for federally owned entitlement land as authorized by public law 97-258 in the amount of $1306.00.

WHEREAS, public law 97-258 states "a unit may use the payment for any governmental purpose".

BE IT RESOLVED, that the Fremont County Board of Supervisors does hereby authorize the Fremont County Treasurer to deposit said funds in Fund 62000 – Property Tax Agency Fund until all taxes have been certified to the Treasurer for collection. At that time, said funds shall first pay outstanding taxes and drainage assessments of United States of America and any remaining funds are to be deposited in the general basic fund.

The above Resolution made by Keith Hickey and seconded by John Whipple. This Resolution passed this 11th day of July, 2002.

At 10:15 a.m. County Engineer Dan Davis met with the Board. Motion was made by Whipple to authorize Chairman Aistrope to sign a universal payment voucher to Kirkham, Michael & Associates, Inc., for project ID number FM-CO36(25)—55-36 (J34). Motion was seconded by Hickey and carried unanimously.

At 10:45 a.m. Tom Bouska and Carol Behn met with the Board. Assessor Karen Berry and Sandra Sillers were present. The Board left to tour the DHS Office in Sidney to check for extra office space. Discussion followed in regards to discontinuing freezer food for the food pantry in the General Relief Department and phasing out the remainder of the food pantry for Fremont County. Hickey proposed to use one of the offices in the old hotel building where offices are currently occupied by Mental Health, Veterans Affairs and General Relief. General Relief currently is using the front office, space in the kitchen area and two offices for food. After inspection, motion was made by Hickey that the County Assessor temporarily use one of the offices that is currently being used by General Relief for storage of food. Motion was seconded by Whipple, carrying unanimously.

The following claim was approved for a hand-written warrant. General Basic Fund: Key Real Estate. 57,404.25.

The Fremont County Board of Supervisors met in regular session on Tuesday, July 16, 2002, in the Fremont County Courthouse, Boardroom, with Hickey and Whipple present. A quorum was declared and the meeting officially called to order at 9:00 a.m. Whipple moved to approve the agenda as posted; vote carried unanimously. Supervisor Whipple moved to approve the minutes of the previous Board session; vote carried unanimously.

Janeth Winkler, General Relief Director, stopped in to discuss an account being used for the food pantry. The Board told her that all money received by a department must be routed through the Treasurer’s Office and that all warrants are to be paid by the Auditor.

The Fremont County Board of Supervisors met in regular session on Thursday, July 18, 2002, in the Fremont County Courthouse, Boardroom, with Aistrope, Hickey and Whipple present. July 23, 2002:

The Fremont County Board of Supervisors met in regular session on Tuesday, July 23, 2002, in the Fremont County Courthouse, Boardroom, with Aistrope, Hickey and Whipple present. A quorum was declared and the meeting officially called to order at 9:00 a.m. Whipple moved to approve the agenda as posted; vote carried unanimously. Supervisor Whipple moved to approve the minutes of the previous Board session; vote carried unanimously.

At 9:30 a.m. Ray Buell met with the Board regarding the office lease for Juvenile Court Services. Motion was made by Hickey, seconded by Whipple to authorize Chairman Aistrope to sign the lease agreement with McAlpin Motors, Inc. for the period July, 2002 to June 30, 2003. Motion carried unanimously.

At 10:00 a.m. County Engineer Dan Davis met with the Board and the following resolution was approved.

RESOLUTION TO ADVANCE LOCALLY FUNDED PROJECT(S) IN THE PRIORITY LIST

Fremont County Resolution No. 2002-52

BE IT RESOLVED: That the Board of Supervisors of Fremont County, Iowa, initiates and recommends that the advancement of the following project(s) to the accomplishment year be approved by the Iowa Department of Transportation (Iowa DOT) for improvement with local funds for the period covering the current secondary road construction program.

July 25, 2002:

The Fremont County Board of Supervisors met in regular session on Thursday, July 25, 2002, in the Fremont County Courthouse, Boardroom, with Aistrope, Hickey and Whipple present. A quorum was declared and the meeting officially called to order at 9:00 a.m. Hickey moved to approve the agenda as posted; vote carried unanimously. Supervisor Hickey moved to approve the minutes of the previous Board session; vote carried unanimously.

At 9:00 a.m. Dan Davis met with the Board. Motion was made by Whipple, seconded by Hickey to authorize Chairman Aistrope to sign design contracts with HGM Associates, Inc. for Project L-17-36-3, Prater Box. Motion carried unanimously.

July 30, 2002:

The Fremont County Board of Supervisors met in regular session on Tuesday, July 30, 2002, in the Fremont County Courthouse, Boardroom, with Aistrope, Hickey and Whipple present. A quorum was declared and the meeting officially called to order at 9:00 a.m. Whipple moved to approve the agenda as posted; vote carried unanimously. Supervisor Whipple moved to approve the minutes of the previous Board session; vote carried unanimously.

At 9:00 a.m. a pre-bid conference and site inspection for the courthouse electrical service upgrade was held. Present were Arnold Emberton, Steve Whitehead, Neal L. Scott from Farris Engineering, John O’Neal from O’Neal Electric and Dennis Shannon from Commercial Electric. Neal L. Scott from Farris Engineering presented the maps of the building along with the specs. They walked through the building to answer any questions. Scott explained that contractors can still bid the job and they may walk through the building. A bid security is required on the project. Scott told the bidders that some elected offices will need to advertise if they close for a day so time is needed to place an ad. All wiring will be replaced as the current wiring has been added and added and spliced and that no grounds are in place. He asked all bidders to stay with the form provided in the packet so all are uniform. Existing data cables will stay in place and new cabling will be installed and switched at one time. The owner will remove the existing data cabling. All information is included in the bid spec sheets. It was noted that the courthouse is a tobacco free environment but smoking is permitted on property outdoors. All permits and licenses and insurance must be provided by the contractor.
