On March 1, 2024, deputies arrested Lisa Allen Sonka, age 58 of Farragut for violation of Probation.  She was released on a $1,000 cash bond.

On March, 1 2024, deputies arrested Jeffrey Scott Sonka, age 59 of Farragut for Driving While Revoked.  He was released on a $1,000 surety bond.

On March 3, 2024, deputies arrested Jeremy Charles Faust, age 24 of Thurman for Theft 5th Degree.  He plead guilty and was sentenced to one day in jail.

On March 3, 2024, deputies arrested Dale Clark Thummel, age 62 of Thurman for Domestic Abuse With Bodily Injury and Obstructing Emergency Communications.  He was released after posting a $1,000 surety bond.  The County Attorney’s Office dismissed the case.

On March 5, 2024, deputies arrested Jesse Matthew Calabretto, age 43 of Omaha Nebraska, Reckless Use of Fire.  It is alleged that on 02/28/2024, Calabretto set fire on a property he managed on Plum Creek Road, and then left the area.  The fire spread onto an adjoining property, burning approximately 130 acres, requiring all seven Fremont County Fire Departments to respond.  He was released on a $1,000 surety bond.

On March 8, 2024, deputies arrested Rusty Lynn Arnold, age 37 of Omaha, Nebraska, for OWI 1st Offense.  She was released on a $1,000 surety bond.

On March 8, 2024, deputies arrested Shaunna Jaylynn Stanton, age 56 of Hamburg, for OWI 1st Offense. She was released on a $1,000 surety bond.

On March 8, 2024, deputies arrested Bradley Daniel Kucera, age 41 of Blue Springs, Missouri for OWI 2nd Offense, and Eluding.  He was released on $2,000, 10% through the court.

On March 8, 2024, deputies arrested Caleb Jordan Enin, age 29 of Farragut, Iowa for Driving Under Suspension.  He was released on $566.25 bond.

On March 14, 2024, deputies arrested Gary Lynn Runyon, age 51 of Coin, Iowa for Driving While Barred.  He was released on $2,000 surety bond.

On March 15, 2024, deputies arrested Justin William Wake, age 42 of Randolph, Iowa for an outside agency warrant.  He was released on $2,500 cash bond.

On March 21, 2024, deputies with the Fremont County Sheriff’s Office and Fremont County K9 Unit conducted a search warrant on a residence in the 800 block of Clay Street in Sidney.  Deputies discovered a small marijuana grow, methamphetamine, and drug paraphernalia.  Deputies arrested Dawson Thomas Michael Barnes, age 23 of Sidney for Possession of Methamphetamine, Possession of Marijuana, Manufacturing Marijuana, Failure to Affix a Drug Tax Stamp, Keeping a Premises for the Use of Controlled Substances.  Barnes was released on $5,000 surety bond.

On March 22, 2024, deputies arrested Shaun Michael Webber, age 35 of Shenandoah, Iowa for Violation of Probation.  He was released on 03/28/2024, on time served.

On March 23, 2024, deputies arrested Kaneya Sade Kelly, age 25 of Omaha, Nebraska for an outside agency warrant.  She was released on $2,000 cash bond.

On March 25, 2024, deputies arrested Ryan Carl Nelson, age 29 of Sidney, Iowa for Child Endangerment, Possession of Marijuana, and Possession of Drug Paraphernalia.  He was released on $2,000 surety bond.  More charges are pending.

On March 27, 2024, deputies assisted by the Fremont County K9 Unit, arrested Amber Lynn Franke, age 41 of Auburn, Nebraska near the intersection of Main Street and D Street in Hamburg for 2 counts of Child Endangerment, OWI 1st Offense, Possession of Methamphetamine, and Possession of Drug Paraphernalia.  She was released after posting a $2,000 surety bond.

On March 27, 2024, deputies arrested Enrique Roy Aldana age, 46 of Nebraska City, Nebraska, for Theft 2nd Degree.  On 03/06/2024, a Hamburg resident reported a trailer valued at over $6,000 stolen from a business on Main Street.  Surveillance footage showed Aldana and an unknown male, stealing the trailer.  An arrest warrant was issued for Aldana, and he was arrested in Otoe County, Nebraska and extradited to Iowa.  Aldana was released after posting a $10,000 surety bond.
The trailer has not been located.  Deputies are still trying to identify the coconspirator in this case.  Anyone with information or who recently purchased a trailer from Aldana are asked to contact the Fremont County Sheriff's Office.

On March 27, 2024, deputies arrested Devin Lee Carnes, age 18 of Clarinda, Iowa for Driving while Revoked.  He was released on a $1,000 surety bond.

On March 27, 2024, deputies arrested Devin Levi Head, age 35 of Shenandoah, Iowa for Driving Under Suspension.  He plead guilty and was sentenced to 1 day in jail.

 March 28, 2024 

    In a 2023 GTSB State Fair survey of over 1,450 Iowans, 51% admitted
   to always or sometimes driving with a cell phone in hand. Based on the     number of registered drivers in Iowa, that translates to over 1.2 million       distracted drivers. Law enforcement is cracking down on distracted 
   driving. In 2023, over 9,000 drivers were issued citations for illegal use
   of an electronic device while driving compared to 1,438 in   2022. *

    GTSB is partnering with law enforcement across Iowa April 1-8, to     
   remind   people...No One is a Good Distracted Driver. This
   Enforcement effort occurs during April, which is National Distracted     
   Driving Awareness Month.

    In the last several months we have had several major accidents that     
   have occurred in Fremont County due to distracted driving,

    
   
    We are also going to be doing projects for impaired driving. So far in 2024 we have arrested twelve intoxicated drivers.  

    The deputies will also be looking for speeding, seatbelt and other general enforcement violations.

     Sidney, Iowa – On March 4, 2024, the Fremont County Sheriff’s Office received a call that an incident had happened at a grain bin site at 2922 120th Street, Tabor, Ia.

 

     It appears that Robert Wayne Smith, Age 94, was helping in a bin unloading soybeans while running a grain vacuum. Smith’s son was out moving the semi that they were loading. When the son came back to the bin Robert was found under the beans.

 

     Smith was pronounced dead at the scene and is being sent to the State Medical Examiners Office in Ankeny to determine the cause of death.

 

Tabor Fire and Rescue was assisted at the scene by Randolph Fire and Sidney Fire and Rescue

FREMONT COUNTY SHERIFF’S OFFICE
PRESS RELEASE.  

      With milder weather we will be doing projects with the Iowa State Patrol with the intent of seat belt enforcement. During the projects we will be enforcing general traffic enforcement and looking for s impaired drivers. In the year 23-24 we have had a total of six traffic deaths and six serious injury accidents. Fremont County has had a higher percentage of unbelted traffic deaths per capita, of small counties in Iowa.  

 

     We will also be looking for distracted divers. Not just texting or on the phones, but other things that distract, like eating and drinking and not paying attention to the road, to animals in drivers’ laps.

On February 21, 2024, deputies arrested Jonathan Jay Adkisson, age 20 of Sidney, Iowa for Reckless Driving in the 800 Block of Clay Street, Sidney.  He was released on a $300 cash bond.

On February 21, 2024, deputies arrested Elijah Storm Baldwin, age 23 of Lincoln, Nebraska, for violation of Probation.  He was arrested in Nebraska and extradited to Iowa.  He was released on a $2,000 cash bond.

On February 22, 2024, deputies arrested Michael James Johnson, age 52 of Malvern, Iowa at the Fremont County Sheriff’s Office for a warrant for OWI 1st Offense, Possession of Marijuana, and Possession of Drug Paraphernalia.  He was released on a $1,300 surety bond.

On February 22, 2024, deputies arrested Timothy Clayton Mccollum, age 51 of Coin, Iowa, in the 800 block of Fremont Street, near Shenandoah.  Mccollum was arrested for Possession of Methamphetamine, Possession of Drug Paraphernalia, and Open Container.  He was released after posting a $5,000 surety bond.

On February 24, 2024, deputies arrested Dewight Eugene Binau, age 45 of Sidney, Iowa for Assault on an Officer, Public Intoxication, and Interference with Official Acts at the corner of Webster and Illinois Streets in Sidney.  Sidney Rescue assisted the Fremont County Sheriff’s Office on the call.  Binau is being held on a $1,000 surety bond.

On 02/25/2024, deputies with the Fremont County K9 Unit, arrested Adam Glen Woodruff of Nebraska City, Nebraska in the 1900 block of Hwy 2.  Woodruff was arrested for Possession of Methamphetamine and Possession of Drug Paraphernalia.  He is being held on a $5,000 surety bond.

Sheriff Kevin Aistrope Reports:


On January 24, 2024, deputies arrested Tasha Denise Beale, age 45 of Franklin, Virginia at the Fremont County Jail.  Beale, who was in jail related to an incident that occurred on 01/20/2024, was arrested for Assault with Injury on correctional officer.  It is alleged that Beale assaulted a Sheriff’s Office employee, causing minor injury.  She was being held on $7,000 cash/surety bond on the initial incident and $2,000 cash bond on the second incident. Beale  was released on 02/15/2024 on time served after a plea of guilty

On January 26, 2024, deputies with the assistance of the Fremont County K9 Unit, arrested Aimee Kay Wright, age 38 of Nebraska City, Nebraska on Interstate 29.  Wright was arrested for Possession of Marijuana, Possession of Methenamine, and Possession of Drug Paraphernalia.  She was released on bond.

On January 30, 2024, deputies arrested Briana Chyenne Lloyd, age 27 of Randolph at the Fremont County Sheriff’s Office for Violation of Probation.  She was released on bond.

On February 5, 2024, deputies with the Fremont County K9 Unit arrested Joshua Joel Moses, age 47 of Clarinda, Iowa, on Hwy 2 for Child Endangerment, Possession of Drug Paraphernalia, and Possession of a Controlled Substance (Methamphetamine).  He was released on bond.

On February 13, 2024 deputies with assistance of the Fremont County K9 Unit, arrested Robert Alan Herzberg, age 45 of Bedford, Iowa and Samantha Danielle Hull, age 34 of Coin, Iowa, near the intersection of Hwy 2 and Bluff Road.  Herzberg was charged with Possession of a Controlled Substance and Unlawful Possession of Prescription drugs.  Hull was charged with two counts of Possession of a Controlled Substance, Unlawful Possession of Prescription drugs, and Possession of Drug Paraphernalia.  Deputies recovered approximately 3lbs of suspected marijuana, and items that field-tested positive for fentanyl and methamphetamine.  Herzberg and Hull were both released on a $5,000 cash/surety bond.

On February 13, 2024, deputies arrested Paul Clinten Bolton, age 54 of Glenwood, Iowa on Plum Creek Road, for Possession of a Controlled Substance 3rd Offense, (methamphetamine).  He was released after posting a $5,000 cash/surety bond.

 January 31, 2024

  On January 31, 2024, at approximately 0015 hrs, the Fremont County Sheriff's Office received a report of an occupied structure fire at a detached garage in the 100 block of Clay Street, Farragut, Iowa. Witnesses advised an individual had entered the structure and had not been observed exiting.

  After extinguishing the fire, responders conducted a search of the structure and human remains were located.  The identity is being withheld pending notification.

  Farragut Fire, Shenandoah Fire and Rescue, Essex Fire, Riverton Fire, Sidney Fire, Hamburg Fire, Randolph Fire, Tabor Fire, and Thurman Fire all responded to the call with the Fremont County Sheriff's Office.

  The Iowa Department of Public Safety Office of the State Fire Marshal is investigating the incident.

      After the big snowstorm and now with the warmer temperatures please be careful. With the freeze-thaw cycle watch for small patches of ice and slush on the roads. Check your washer fluid to keep your windshields clean and check your headlights. With the road grime on your headlights, it can reduce what you can see and reduce your visibility to other drivers.

      Remember to wear your seat belts. They are your best protection in an accident.

Sheriff Kevin Aistrope Reports:

On January 25, 2024 at approximately 1806 hrs. a vehicle pedestrian fatality crash occurred near the intersection of Main Street and E Street in Hamburg, Iowa. 

A 77-year-old Hamburg resident was carrying items to his vehicle from a local community center and was struck by a passing vehicle.  The male party was declared deceased at a nearby hospital.


The driver of the vehicle, a 2001 Ford F150 was identified as 77-year-old Nancy Bartles of Rock Port, Missouri.  Bartles was uninjured.

The incident is being investigated by the Fremont County Sheriff’s Office and the name of the pedestrian is being withheld pending notification of the family.  Hamburg Fire and Rescue responded to the call.

*02/26/2024 Update: 

Willie Donn Thorp age 77 of Hamburg, Iowa was the victim in the Hamburg incident.

The driver, Nancy Bartles, age 77 of Rock Port, Missouri was charged with Failure to Yield to a Pedestrian,
resulting in a person’s death.  Neither speed, alcohol, drugs, nor distracted driving were factors in this case.

 Sidney School Incident

On January 25, 2024, at approximately 1500hrs, the Fremont County Sheriff’s Office School Resource Officer was alerted of threats made by a student towards other students at the Sidney Community School District.

Deputies learned a student made threatening statements indicating they had an explosive device and had threatened to harm a student.  It is alleged the student also made statements to several other students indicating they had a firearm and threatened to harm classmates.

School officials immediately made contact with the student and simultaneously engaged their lock out procedure and the school safety plan was enacted.

Law enforcement conducted a search and no suspicious devices or weapons were found.

The student was taken to the Fremont County Sheriff’s Office and charged with two counts of Threats of Terrorism.  The student is being held at the Juvenile Detention Center in Council Bluffs pending further court proceedings.

On January 16, 2024, deputies arrested Lynn Marie Ball, age 32 of St. Joseph, Missouri for Lascivious Acts with a Child and Sex Abuse 2nd Degree.  Ball was arrested in connection to an incident that occurred in Sidney in August of 2023.  Ball is being held on $35,000 cash/surety bond.

On January 20, 2024, deputies arrested Tasha Denise Beale, age 45 of Franklin, Virginia near the intersection of 210th Ave and Hwy 2 in rural Percival, Iowa.  Deputies were called to a truck stop for a report of a stabbing.  Deputies learned Beale was involved in a domestic disturbance leading to the victim reporting being stabbed with a set of car keys, causing minor injuries.  Beale was arrested for Domestic Abuse with a Weapon and Going Armed with Intent.  She is being held without bond, pending an initial appearance with a Magistrate.

On January 20, 2024, deputies arrested Anthony William Palma, age 19 of Schuyler, Nebraska.  Deputies were called to a physical altercation in Randolph.  The victim reported being lured from his residence and assaulted by Palma. Palma is being held on $2,000 cash/surety bond.

On January 4, 2024, deputies arrested Tia Lashawn Campbell, age 26 of Omaha, Nebraska for an active Fremont County warrant for failure to appear.  She was being held at the Pottawattamie County Jail.  She is being held at the Fremont County Jail on a $10,000 cash/surety warrant as well as an active warrant out of the State of Texas.

On January 6, 2024, deputies arrested Mary Ruth Hayes, age 60 of Hamburg, Iowa.  Deputies were called to the Cubby’s Convenience Store in rural Percival for a report of an issue with an employee.  Deputies allege that Hayes, an employee of the business, was observed stealing money from a Salvation Army bucket near the cash register.  It is alleged that Hayes then broke into an office and destroyed a surveillance system in an attempt to hide the reported theft.

Hayes was arrested for:

Burglary 3rd Degree
Criminal Mischief 3 Degree
Two counts of Theft 5th Degree


Hayes was released after posting $5,000 cash/surety bond.

On January 7, 2024, deputies arrested Jimmie Lee Holman, age 40 of Kansas City, Missouri near the
intersection of Hwy 2 and 210
th Ave in rural Percival.  Holman was arrested for Felon in Possession of a Firearm, Possession of Marijuana 1st Offense, and Interference with Official Acts.  He is being held at the Fremont County Jail on $6,000 cash bond.

On January 9, 2024 deputies arrested Steven David Schacher, age 59 of Nebraska City, Nebraska.  Schacher was arrested on Interstate 29 near the 6-mile marker for Operating While Intoxicated 1st Offense. 
He was released on $1,000 cash/surety bond.

In January 10, 2024, deputies arrested Jospeh Andrew Peeler, age 38 of Hamburg, Iowa for Child Endangerment, causing Serious Injury, a Class C Felony.  Peeler was arrested in connection with a September 2023 investigation into a firework related incident near Farragut, Iowa.

On 09/16/2023 at approximately 2009 hrs, Fremont County received a 911 call of a juvenile who had been injured by a firework at a rural residence near Farragut.
The 11-year-old male was transported with critical injuries to Shenandoah Memorial Hospital and then air lifted to a trauma center in Omaha.
Farragut Fire and Rescue, Shenandoah Fire and Rescue, and the Iowa State Patrol were assisted by the Fremont County Sheriff’s Office at the scene.

Peeler was released after posting a $10,000 cash/surety bond.

On January 10, 2024, deputies were called to an address in Sidney for a report of a fight in progress.  Deputies allege that Ambriea Rose Chandler, age 31 of Sidney, began arguing with a family household member concerning a missing wedding ring that they alleged Chandler stole, as well as use of food items in the home.  It is alleged that Chandler threw a bowl of chili at the victim, causing pain.  During the incident, another victim reported being stuck in the chest with a food container in November of 2023 by Chandler.  Deputies observed the victim was still bruised from the incident.  Both victims were considered “older victims” by the Iowa code.

Chandler was arrested for two counts of Domestic Abuse causing bodily injury and held without bond pending initial appearance with the Fremont County Magistrate.

On January 11, 2024, Chandler was released from custody on her Own Recognizance at approximately 15:50hrs.

On January 11, 2024, at approximately 1830hrs, Chandler was arrested in Sidney for Two County of Violating a No Contact Order, Tampering with a Witness, and Theft 5th Degree against on an Older Individual.

It is alleged that shortly after being released from custody, Chandler returned to the victim’s residence, returned the stolen property, and asked the victim to drop the domestic abuse charge.  Chandler is being held at the Fremont County Jail on $7,000 cash only bond.

On January 1, 2024, deputies arrested Daniel Jay Kitchens, age 65 of Thurman, Iowa for Burglary 3rd Degree and Violation of a No Contact Order.  Kitchens is being held at the Fremont County Jail on $10,000 cash/surety bond.

Kitchens was previously released on 12/07/2023 after posting $5,000 cash/surety bond on a charge of Extortion and released on 11/16/2023 after posting $18,000 cash bond for an incident involving the discharge of a firearm during an altercation.

On January 2, 2024, Justin Kase Moore, age 39 of Council Bluffs, Iowa turned himself into the Fremont County Jail on an active warrant for Eluding.  It is alleged that in July of 2023, Moore lead Fremont and Mills County Deputies in a pursuit while operating a motorcycle on Interstate 29.  The pursuit was terminated upon entering Nebraska and a warrant was issued in the case.  Moore was released after posting a $1,000 cash/surety bond.

On December 30, 2023, deputies arrested D’Andre Davell Kyle, age 29 of Sidney, Iowa for OWI 2nd Offense.  He was released after posting a $2,000 cash/surety bond.

On December 30, 2023, deputies arrested Andrew William Wagner, age 30 of Hamburg, Iowa for Driving while Revoked.  He was released after posting a $1,000 cash/surety bond.

On December 31, 2023, deputies with the Fremont County K9 Unit arrested Daniel Troy Smith, age 40 of Council Bluffs.

Deputies were called to a residence in Riverton for a report of a masked male who attempted to burglarize a residence.  Deputies were able to identify Smith as a suspect and placed him under arrest.  K9 Storm was deployed on a narcotics sniff and indicated to the presence of narcotics on a vehicle.  Deputies located approximately thirteen grams of suspected methamphetamine and approximately half a pound of suspected marijuana.

Smith was placed under arrest for, Attempted 3rd Degree Burglary, Drug Tax Stamp Violation, Possession of Methamphetamine, Possession of marijuana with the Intent to Deliver, Possession of Drug Paraphernalia.

Smith is being held at the Fremont County Jail on $13,300 cash/surety bond.

The Fremont County Sheriff's Office received 12,003 calls for service in 2023, an increase of 1,193 calls from 2022.

Deputies made 342 arrests in 2023 resulting from 530 criminal charges.  Deputies wrote 458 citations and 766 written warnings during the course of 3,115 traffic stops.

The sheriff's office received reports of 289 motor vehicle accidents, resulting in deputies filing 145 accident reports.

On December 14, 2023, deputies arrested JUSTIN LYNN TURNER, age 29 of Shenandoah, Iowa for Failure to Register as a Sex Offender 2nd Offense.  He is being held at the Fremont County Jail on $5,000 cash/surety bond as well as a no bond warrant out of the State of Missouri.

On December 14, 2023, deputies took a report of an identity theft that occurred in Hamburg.  Deputies learned that the victim’s identity was used to gain credit and items at multiple locations, including a business in West Des Moines, Iowa.  Deputies were able to identify two suspects in the case.

On December 15, 2023, deputies with the Douglas County Sheriff’s Office attempted to stop the suspect vehicle in Nebraska and the vehicle continued eastbound, stopping in Pottawattamie County, Iowa.  Fremont County deputies with the assistance of the Council Bluffs Police Department and the Iowa State Patrol, arrested RAFAEL HIDALGO CRUZ, age 28 and ERICK MONTERO DE LA ROSA, age 31, both of New York, New York.

A search warrant was conducted on the vehicle and over $7,000 in stolen property was recovered.

Both HIDALGO CRUZ and MONTERO DE LA ROSA were released after posting $10,000 cash bond.  More charges are pending in the case.

On December 17, 2023, deputies arrested CURTIS MARK KARNES, age 59 of Kansas City, Missouri for:
Possession of a Controlled Substance, Cocaine
Possession of a Controlled Substance, Methamphetamine
Unlawful Possession of a Prescription Drug
Possession of Drug Paraphernalia
Fugitive from Justice

KARNES is being held on a $3,000 cash bond and a $10,000 warrant out of the State of Kansas.

On December 19, 2023, deputies arrested ISAAC CALVIN HAYES, age 37 of Farragut, Iowa.  Deputies were called to a disturbance in Farragut.  It is alleged that HAYES threatened to stab the victim.  During the arrest it is alleged that HAYES headbutted a deputy.  The deputy was uninjured.

Assault on an Officer
Domestic Abuse 2nd Offense
Interference with Officials Acts

HAYES is being held at the Fremont County Jail on $5,000 cash/surety bond in Fremont County and a $5,000 cash/surety bond out of Page County for a Probation Violation.

On December 22, 2023, deputies were called to the Randolph State Bank for an ex-employee harassing staff.  Upon the deputy’s arrival, they found BRANDON SCOTT MARRIOTT, age 41 of Glenwood, Iowa in the parking lot of the business.  During the incident, MARRIOT fled the scene and was stopped in the 3300 block of 120th Street.
MARRIOT was placed under arrest for Operation While Intoxicated and Interference with Official Acts.  He was released on his Own Recognizance.  More charges are pending.

Deputies arrested MASON MCKAY REILLY, age 31 of Fort Dodge, Iowa on multiple counts of Sex Abuse.

Deputies allege that in the late summer of 2023, REILLY sexually assaulted a child in Fremont County.  REILLY is a registered Sex Offender in Fort Dodge, Iowa.

REILLY is charged with six counts of Sex Abuse 2nd Degree, a Class B Felony.  REILLY was arrested by the Fort Dodge Police Department on a Fremont County warrant and transported to the Fremont County Jail.  REILLY is being held on a $150,000 cash bond.

On December 22, 2023, deputies arrested RONDA SUE MORGAN, age 52 and MICHAEL “Charlie” LEE MORGAN, age 59 of Sidney.  Deputies allege that the Morgans knowingly allowed a minor in contact with a known sex offender, resulting in bodily injury.  It is further alleged that RONDA failed to report the assault.  During that investigation, deputies uncovered a video alleging a physical assault on a child, causing bodily injury by both the Morgans.

RONDA was arrested for:

Two counts of Child Endangerment with Bodily Injury, a Class D Felony
One count of Accessory after the Fact, an Aggravated Misdemeanor

MICHAEL was arrested for:

Three counts of Child Endangerment with Bodily Injury, a Class D Felony

Both were released after posting $5,000 cash/surety bonds.  The Fremont County Sheriff’s Office was assisted by the Iowa Department of Human Services.

On December 24, 2023, deputies arrested CHRISTOPHER MERLE POWE, age 37 of Bellevue, Nebraska for Violation of a No Contact Order.  He was released on his Own Recognizance

On December 25, 2023, deputies arrested DYSTON PATRICK TOBIN, age 32 of Sidney, Iowa.  TOBIN was arrested for Providing False Identification Information to law enforcement.  He was released on $300 bond.

On December 26, 2023, deputies arrested KAELYN ALEXIS SURRELL, age 18 of Sidney, Iowa, in connection to Threats of Terrorism.
It is alleged that SURRELL, a student at the Sidney High School, created a “hit list” of students and staff at the school, as well as other individuals in the community.  It is alleged that SURRELL threatened to commit acts of Arson towards the people on this list.

SURRELL is charged with seven counts of Threat of Terrorism, a Class D Felony.  SURRELL is being held on a $5,000 cash/surety bond.

On December 5, 2023, at approximately deputies with the Fremont County K9 Unit were called to the area of 180th Street, near Anderson, Iowa for a report of a vehicle parked in the middle of the road with a female sleeping in the driver’s seat.

On December 9, 2023, deputies arrested Matthew Duane Sandahl, age 35 of Lincoln, Nebraska, for Operating While Intoxicated 1st Offense, Possession of Marijuana, and Possession of Drug Paraphernalia.  He was released on bond.

On December 10, 2023, at approximately 0817hrs, deputies were called to Farragut for a disturbance.  The caller advised that a male had previously lit a fire inside the residence and was armed with a machete.

Deputies, along with assistance from the Shenandoah Police Department, Page County Sheriff’s Office, and Iowa State Patrol, responded to the scene.

Deputies arrested Shaun Michael Webber age 34 of Farragut.  He was charged with:

Four Counts of Child Endangerment, Arson 1st Degree, Domestic Abuse while Armed with a Weapon.

Webber is being held on $35,000 cash bond.

On December 11, 2023, deputies arrested Jarrett Michel Morgan, age 26 of Hamburg.  Deputies were called to the home for a report of harassment.  During the investigation, deputies allege Moran falsified statements to law enforcement.  Deputies also located a dog kept inside a kennel, inside the residence that appeared to be caged for an extended period and was covered in feces.

Morgan was arrested for Animal Neglect and Making False Report.  He pled guilty and was fined by the court and released.

On December 11, 2023, deputies arrested Martin Tel Leseberg, age 31 of Hamburg, Iowa for Unlawful Possession of Prescription Drugs.  Deputies allege Leseberg stole prescription drugs from an estranged family member for the purposes of harassment.  He was released on bond.

On December 12,  2023, Sidney School Resource Officer, responded to the Sidney Elementary School for a report of
a trespasser.  Deputies allege that on 12/11/2023, Isaac Doyle Koch, age 38 of Birmingham, Alabama, entered a building on the Sidney Elementary Campus.  Koch was approached by staff and told to leave the grounds.

On December 12, 2023, Koch returned to the same location and was approached by an SRO after being observed parked in a shared school parking lot.  Koch refused commands by the SRO and a physical confrontation ensued.  Koch was arrested for Interference with Official Acts and Disorderly Conduct.  Koch is being held on $300 bond.

The incident caused a brief lockout at the Sidney Elementary School and no students were involved in the incident.

On November 16, 2023, deputies arrested Mathew Stuart Lamkins, age 18 of Tabor, Iowa for Contributing to the Delinquency of a Minor.  He was released on his own recognizance.

 On November 19, 2023, deputies arrested Hannah Jo Aldana, age 22 of Nebraska City, Nebraska, for Operating While Intoxicated 1st Offense.  She was released on bond.

On November 24, 2023, deputies were called to an address in Hamburg for a report of a barricaded subject that had threatened to harm the residents of a house as well as himself.  Deputies with the Fremont County K9 Unit as well as Shenandoah Police and the Mills County Sheriff's Office responded to the call.  Law enforcement forced entry into a shed and made contact with Joseph Troy Smith, age 22 of Springfield, Nebraska.  Smith began fighting with officers and was quickly subdued.  Smith was arrested for Harassment 1st Degree, Interference with Official Acts and Fugitive from Justice.  Smith is being held on $5,000 cash bond as well as a no bond warrant out of Nebraska.

On November 24, 2023, deputies with the Fremont County K9 Unit stopped to assist a woman walking in the 2200 block of Hwy 2 at approximately 1807hrs.  Deputies made contact with a female who provided a false name, she was later found to be in possession of approximately 7 grams of methamphetamine and a small bag of a substance that tested positive for Fentanyl. Deputies arrested Stephanie May McNutt, age 37 of Council Bluffs, for Possession of Methamphetamine, Possession of Fentanyl, Possession of Marijuana, Possession of Drug Paraphernalia, Bringing Contraband into a Correctional Facility, Drug Tax Stamp Violation, and Providing False Identification Information to Law Enforcement.  She is being held on a $13,600 cash/surety bond.  She is also being held without bond on a Parole Violation in Pottawattamie County.

On November 26, 2023, deputies with assistance of the Fremont County K9 Unit, arrested Dustin Scott Robinson,
age 21 of Sideny, Iowa.  Robinson was arrested for Possession of Methamphetamine, Possession of Marijuana, Possession of Drug Paraphernalia, and Failure to Affix a Drug Tax Stamp.  He is being held on $5,000 cash/surety
ond as well as a $10,000 cash/surety bond on a warrant out of Pottawattamie County.

On November 27, 2023, deputies arrested Daniel Jay Kitchens, age 65 of Thurman, Iowa for Extortion.  It is alleged that Kitchens threatened the victim over the non-payment of a perceived debt.  Kitchens is being held on a $5,000 cash/surety bond.  He was previously released on 11/16/2023, after posting $18,000 cash bond for an incident on 11/03/2023, where it was alleged that Kitchens fired a gun during an altercation in Thurman.

On November 29, 2023, deputies arrested Vernon Lee Christiansen, age 58 of Percival, Iowa for Interference with Official Acts.  Deputies were called to his residence for a disturbance.  Deputies allege that Christiansen refused deputies commands and then approached them in an aggressive manner, resulting in a Taser deployment.  Christiansen was released after posting $300 bond.

Sheriff Kevin Aistrope Reports:

On November 25, 2023, the Fremont County Sheriff’s Office took multiple accidents reports between 1230hrs
and 2200hrs.

Car Vs. Tree, Minor Injuries

At 1231hrs, deputies responded to a one-vehicle accident near the 9-mile marker, southbound Interstate 29.  Mason James Buress, age 29 of Cedar Creek, Nebraska, was operating a 2005 GMC Envoy, when he left the roadway and struck a tree.  Buress was transported to a local hospital with unknown injuries.  The vehicle was a total loss.  Sidney, Hamburg, and Percival Fire and Rescues responded to the call.  Seatbelts were in use during the accident.

One-Vehicle Rollover

At 1304hrs, deputies responded to a report of a one-vehicle rollover near the Missouri State Line on Interstate 29.  William D Evans, age 20 of Adams, Tennessee, was operating a 2004 GMC Sierra when he lost control, left the roadway, stuck a fence, and overturned.  Evans was uninjured.  Seatbelts were in use during the accident.

One-Vehicle Fatal Accident

At 1552hrs, Deputies received a call of a one-vehicle accident in the 2400 block of 160th Street, east of Thurman, Iowa.

David Hanser, age 46 of Murray, Nebraska, was operating a 2020 Ford Transit Van westbound on 160th Street.  Hanser failed to negotiate the curve and left the roadway to the left, entering a ravine and striking several trees.  Three passengers in the vehicle, a 19-year-old male, a 28-year-old male, and a 20-year-old male were able to exit the vehicle and were transported to local hospitals with unknown injuries.

The driver, Hanser had to be extricated from the vehicle using the jaws of life.  Hanser was transported to a Trauma Center in Omaha where he was later pronounced deceased.

The accident is still under investigation by the Fremont County Sheriff's Office.  Weather and road conditions were a factor in the accident.

The Fremont County Sheriff's Office was assisted by Tabor Fire and Rescue, Sidney Fire and Rescue, and Thurman Fire.

On November 8, 2023, deputies arrested Timothy Mark Garnder, age 63 of Hamburg, Iowa for Harassment 3rd Degree.  He was released on bond.

On November 9, 2023, deputies made a traffic stop in connection with a felony theft that occurred in Nebraska.  The passenger, SANTO MONTENEGRO SARDINA, age 38 of St Joseph, Missouri fled the vehicle on foot near the 6-mile marker on Interstate 29.  The Mills County Drone team and a Glenwood Police K9 and the Iowa State Patrol, assisted in tracking MONTENEGRO-SARDINA who was concealed in a field, and he was taken into custody.

The driver, JEAN LESYAN MIRBALL SCULL, age 27 of Lenexa, Kansas, was initially placed under arrest at the scene.  MIRBALL was able to escape from a Fremont County Patrol car and fled the scene on foot, while handcuffed.  MIRABALL SCULL was unable to be located that evening.

On November 10, 2023, the Fremont County Sheriff’s Office was contacted by Atchison County Sheriff’s Office in Missouri about a male, wearing handcuffs, walking along the railroad tracks near Phelps City, Missouri.

The Fremont County K9 Unit was called to assist and located MIRBALL walking south of Langdon, Missouri.  MIRBALL fled again into a field and was apprehended after a foot pursuit by a Fremont County Deputy.  MIRBALL was arrested without further incident by the Missouri State Patrol and Atchison County Sheriff’s Office.  On 11/11/2023, MIRBALL was transported to Iowa on a felony warrant.

Montenegro is being held on Theft 2nd Degree and Interference with Official Acts.  He is being held on a $10,000 cash bond as well as several out of state warrants.

MIRBALL is being held on Interference with official acts, Theft 5th Degree, Theft 2nd Degree, and Escape from Custody.  He is being held on a $20,000 cash bond and several out of state warrants.

On November 10, 2023, deputies arrested Carmen Maria Florez, age 52 of Pacific Junction, Iowa for OWI 1st Offense.  She was released on bond.

On November 11, 2023, deputies charged Donald Wayne Riggins, age 29 of Sidney, Iowa with additional charges.  He was charged with two counts of Indecent Exposure, and Simple Assault.  His bond is now set at $22,000 cash and $3,000 cash/surety.  He is being held at the Fremont County Jail.

On November 10, 2023, Deputies arrested Alexander Page McGinnis, age 26 of Council Bluffs at the Otoe County Jail on a Fremont County Warrant.  McGinnis was wanted in connection to an 04/01/2023 incident when Fremont County Deputies attempted to stop McGinnis on Interstate 29.  McGinnis fled deputies, driving southbound in the northbound lanes of Interstate 29, and then attempting to ram vehicles on Highway 2 before entering Nebraska.  McGinnis was apprehended hiding in an apartment building by a Fremont County K9, Otoe County Sheriff's Office and the Nebraska City Police Department.  The vehicle was found to be stolen.  McGinnis was charged with Theft 2nd Degree, Felony Eluding, and Driving while Revoked.  He is being held on $5,000 bond.

On November 11, 2023, deputies arrested Alivia Jaylynn Self, age 18 of Nebraska City for two counts of Contributing to the Delinquency of a Minor.  She was released on bond.

On November 11, 2023, deputies arrested Rafael Pedrof Gregorio, age 33 of Sidney, Iowa for OWI 3rd or subsequent offense, and Providing False Identification Information to Law Enforcement.  He was released on bond.
